Navigating the process of applying for federal grants can be complex and involves multiple platforms and procedures. To streamline your journey and ensure eligibility, it is important to understand the step-by-step registration process across the relevant government portals. This guide walks you through the necessary steps to create and manage accounts on LOGIN.GOV, SAM.gov, and Grants.gov, as well as outlines key roles and responsibilities required for a successful grant application.
STEP ONE:
Go to LOGIN.GOV and Create an Account. LOGIN.GOV is an official website for the General Services Administration. Its purpose is to protect users’ information with the highest standards of digital security and user experience.
REQUIREMENTS FOR CREATION OF ACCOUNT
1. Email address: We recommend a personal email address that you’ll always be able to access rather than a work email address. If you already have an account with Login.gov with that email address, we’ll send you an email to let you know how you can reset your password and access the account.
2. Secure password: Passwords must be at least 12 characters and should not include commonly used words or phrases. Access publicly available award data via data extracts and system accounts.
STEP TWO:
Go to SAM.gov and create an account. You will receive a unique entity identification number (UEI). It also establishes organizational authority. Without the unique entity identification number, you will not be able to submit applications for federal grants. After obtaining the UEI for the organization from SAM.gov, Users must return to Grants.gov to continue registration by creating a Grants.gov account with the same email address as used in SAM.gov for EBiz POC..
STEP THREE:
Go to GRANTS.GOV and create an account, too. Grants.gov contains all the federal grants from the following federal agency.

STEP FOUR:
You must identify an individual who will be designated as the Standard Authorized Organization Representative (AOR). The designated individual will be able to perform the following task:
o Ability to assign the Workspace Manager role.
o Ability to add or remove participants from workspaces of which the user is a participant.
o Ability to submit applications for workspaces of which the user is a participant and check the status of these submissions.
o Ability to make changes to organization-level settings and to create and edit organization custom roles.
o Ability to assign and revoke roles for organization users.
o Ability to view or change roles on system-to-system certificates.
o Ability to manage participants with all organization workspaces without being a participant to the workspace.
o Ability to perform participant activities within all organization workspaces without being a participant.
o Ability to submit applications with all organization workspaces without being a participant.
o Ability to check the application status for all organization submissions.
STEP FIVE:
Add a profile with Grants.gov using the UEI obtained from SAM.gov.
STEP SIX:
The AOR, also known as EBiz POC, can then delegate administrative roles to other users. There are five foundational roles created to ensure Entity Users have the authority and ability to carry out specific requirements and tasks:
- Entity Administrator:
An Entity Administrator is an individual within an organization who is responsible for managing and overseeing the entity’s registration, profiles, and information on platforms like Sam.gov. The Entity Administrator typically has administrative privileges and is authorized to make changes, updates, and submissions on behalf of the organization.
- Grant Award Administrator:
A Grant Award Administrator is an individual or department responsible for managing the administrative aspects of grant awards within an organization. This may include tasks such as accepting the award, ensuring compliance with grant terms and conditions, overseeing budget management, reporting on grant activities, and serving as the primary point of contact with the grant maker.
- Application Submitter:
An Application Submitter is an individual who completes and submits grant applications on behalf of an organization or entity. The Application Submitter may be responsible for gathering information, completing application forms, compiling supporting documents, and ensuring that the application is submitted according to the grant maker’s instructions and deadlines.
- Authorized Representative:
An Authorized Representative is an individual who is officially designated and authorized to act on behalf of an organization in legal or administrative matters, including grant-related activities. The Authorized Representative has the authority to sign grant applications, agreements, and other official documents on behalf of the organization and may represent the organization in communications with grantmakers and other stakeholders.
- Financial Manager:
A Financial Manager is an individual responsible for overseeing the financial management and accounting functions within an organization, including budgeting, financial reporting, cash flow management, and compliance with financial regulations and policies. In the context of grants, the Financial Manager may be responsible for budget development, tracking grant expenditures, ensuring compliance with grant requirements, and preparing financial reports for grant makers.
STEP SEVEN:
You are ready to search the database for prospective federal grants and apply through the portal. There are additional governmental portals, but all the federal grants are on Grants.gov.
